Title 1
TITLE I PROGRAM
Federal programs are intended to supplement rather than supplant the regular curriculum of the Hempfield Area School District.
Title I Remedial Reading
The purpose of the program is the improvement of skills of elementary students whose achievement level is below the general achievement of their peer group. The goals of the program are; 1) achievement of success in the regular programs; 2) attainment of grade level proficiency; and 3) improved achievement in basic and more advanced skills as measured by pre and post test evaluations. Teachers and parents work with administrators to continually assess and revise the direction of the program to meet the needs of students, ensuring academic success.
Remedial Reading Resource Program
Title I funds are used to provide remedial reading instruction to students in grades K‑5. The Reading Program supplements the classroom reading program through small group instruction and flexible grouping strategies for students with specific reading skill weaknesses. The Remedial Reading Resource Program is a coordinated plan, integrating language arts activities with diagnostic prescriptions to pre‑teach and review deficient and/or difficult concepts pertaining to reading and writing. The focus skills include fluency, phonemic awareness, phonics, word building, vocabulary, and comprehension.
Title I Buildings
Fort Allen, Stanwood, and West Hempfield elementary schools are considered school-wide Title I buildings. With this designation, all students are eligible to receive services. Although Maxwell and West Point are not designated as Title I schools, reading support are provided through school district funds in a similar fashion.
Title I Meetings
All Title I parents are encouraged to attend all building level meetings concerning remedial reading instruction. Recommendations will be made to further your child’s progress. Additionally, concerns will be addressed so that Hempfield's Title I Program can continue to be tailored to meet individual student and building needs. A district-wide Title I meeting is held annually.
ESSA and Right to Know
The Every Student Succeeds Act (ESSA) was signed into law in December, 2015, reauthorizes the Elementary and Secondary Education Act of 1956 (ESEA) which includes right to know requests. These regulations allow you to learn more about your child’s teachers’ training and credentials. Parents and family members may request the following information:
- whether a teacher met state qualifications and certification requirements for the grade level and subject he/she is teaching
- whether a teacher received an emergency or conditional certificate through which state qualifications were waived
- what undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s) or area(s) of concentration
Parents and family members may request information on policies regarding student participation in assessments and procedures for opting out. Information on required assessments includes:
- subject matter tested
- purpose of the test
- source of the requirement (if applicable)
- amount of time it takes students to complete the test
- time and format of disseminating results
